The Eastern Suburbs Memorial Park Cemetery had reached capacity and had run out of space for future burials. Consistent with community expectations, the Cemetery Board took it upon itself to address this community need by seeking expansion into the neighbouring Chinese Market Gardens. In anticipation of much antagonism, the Board prepared itself with many reports and legal advice.

Despite this endeavour, the proposal was ultimately refused by the NSW Heritage Office and the plans were dropped, thus further compounding the crucial need for more burial space.
